This website is the only website that has apps for almost every mi band, including pro versions. But everything here is chineese, and I don't know chineese, and all apps here are chineese. So is there any... way, to make the apps english? Because I can't find any other website which will have at least one app for mi band 9 pro.

The text in the app is hard-coded into the code, so adapting it for multiple languages is very difficult. Moreover, most developers who release resources are not fluent in English.
Actually, there is no good solution to this problem. The most realistic approach might be to unpack the resources, translate the fields within the resources, and then repackage them.
